    Dalla Dichiarazione dei diritti dell'uomo alle battaglie per l'allargamento del suffragio a fine Ottocento, alla creazione del welfare state, Hirschman rilegge due secoli di storia alla ricerca dei meccanismi retorici in atto nello scontro fra spinte riformatrici e controspinte reazionarie. Individua così tre tipi di argomentazioni usate dal pensiero conservatore: le tesi della perversità (il cambiamento genererebbe effetti perversi), della futilità (non avrebbe alcun effetto) e della messa a repentaglio (provocherebbe danni). Ma anche la retorica progressista non è immune da analoghi vizi retorici. Come sottrarsi a questa retorica dell'intransigenza che non consente il dialogo?
