The main understanding is that chill out is not really a style but a space that play various styles that are consistent with it. Naturally over time the term began to chill out style popularly used.

released from the mid-1990s, helping to establish the genre as being very closely related to downtempo and trip hop but also incorporating, especially at the beginning of the century, quieter varieties of house music, nu-jazz, psybient,
Lounge music and Lo-Fi. The genre also includes some forms of trance, IDM and ambient music, and has entirely subsumed the older genre Balearic Beat, although this term is still used in many ways to chill out. Chill out is generally tonal,
relaxing (or at least not as "intense" as another form of music from the styles it draws from), and generally does not incorporate music that emphasizes "hard", "deep" or particularly hypnotic rhythms. It is sometimes called "soft techno".
