Advances In Digital Government presents a collection of in-depth articles that addresses a representative cross-section of the matrix of issues involved in implementing digital government systems. These articles constitute a survey of both the technical and policy dimensions related to the design, planning and deployment of digital government systems. The research and development projects within the technical dimension represent a wide range of governmental functions, including the provisioning of health and human services, management of energy information, multi-agency integration, and criminal justice applications. The technical issues dealt with in these projects include database and ontology integration, distributed architectures, scalability, and security and privacy. In our increasingly mobile world the ability to access information on demand at any time and place can satisfy people's information needs as well as confer on them a competitive advantage. The emergence of battery-operated, low-cost and portable computers such as palmtops and PDAs, coupled with the availability and exploitation of wireless networks, have made possible the potential for ubiquitous computing. Through the wireless networks, portable equipments will become an integrated part of existing distributed computing environments, and mobile users can have access to data stored at information servers located at the static portion of the network even while they are on the move. Traditionally, information is retrieved following a request-response model. However, this model is no longer adequate in a wireless computing environment. First, the wireless channel is unreliable and the bandwidth is low compared to the wired counterpart. Second, the environment is essentially asymmetric with a large number of mobile users accessing a small number of servers. Third, battery-operated portable devices can typically operate only for a short time because of the short battery lifespan. Thus, clients are expected to be disconnected most of the time. To overcome these limitations, there has been a proliferation of research efforts on designing data delivery mechanisms to support wireless computing more effectively. Data Dissemination in Wireless Computing Environments focuses on such mechanisms. The purpose is to provide a thorough and comprehensive review of recent advances on energy-efficient data delivery protocols, efficient wireless channel bandwidth utilization, reliable broadcasting and cache invalidation strategies for clients with long disconnection time. Besides surveying existing methods, this book also compares and evaluates some of the more promising schemes.

An alternative and unorthodox view of the colonization of the Americas by Europeans is offered in this concise history. Eurocentric studies of the conquest of the Americas present colonization as a civilizing force for good, and the native populations as primitive or worse. Colonization is seen as a mutually beneficial process, in which "civilization” was brought to the natives who in return shared their land and cultures. The opposing historical camp views colonization as a form of genocide in which the native populations were passive victims overwhelmed by European military power. In this fresh examination, an activist and historian of native descent argues that the colonial powers met resistance from the indigenous inhabitants and that these confrontations shaped the forms and extent of colonialism. This account encompasses North and South America, the development of nation-states, and the resurgence of indigenous resistance in the post-World War II era.

The Armour Museum in Parola is maintained by Panssarikilta r.y. (The Finnish Armour Guild), a voluntary defense organisation with about 3000 members. The main purpose of the Guild is to promote and preserve the military tradition of the tank troops and the armoured artillery. The Guild also publishes the «Panssari»-magazine, a leading publication for tank-men of all ages since the year 1952. In those days, the association was called «The Tank Troops Supportive Organisation», a name which soon was exchanged for the more colloquial Panssarikilta, i.e. The Armour Guild. The Museum is financed solely by the ticket income. It does not receive any support from the government or other public organisations whatsoever. Due to this inconvenience, the Museum can be held open only during the summer months, and most of the exhibits have to be kept in open-air. A substantial part of the special exhibitions that would feature history of actions and deeds of the armoured troops are therefore unfortunately impossible to arrange. The Armour Museum at Parola was opened on June 18, 1961. It strives to describe the Finnish Tank Troops and their activities in war and peace-time, exhibiting equipment and vehicles. The Armour Museum at Parola is unique throughout the world through its valuable collection of German and Russian tanks and other armoured fighting vehicles - all of which , with some few exceptions, have served with the Finnish Army.
